Solicitation for Professional Service Contracts
The West Virginia Farmers Market Association is now accepting proposals for two professional consultant roles supporting our statewide digital access initiative, Growing Locally, Connecting Digitally. These contracts are funded through the Appalachian Regional Food Business Center Business Builder Subaward and will strengthen the digital capacity of farmers, market managers, and member markets across West Virginia. All procurement activities under this solicitation shall comply with 2 CFR 200.317–200.327 and Appendix II to Part 200
Open Bid Opportunities
1. Web Developer / ADA Accessibility / Data Systems Consultant
This consultant will:
- Modernize www.wvfarmers.org, including form rebuilding and workflow improvements
- Ensure full ADA compliance across the website
- Redesign the Market Metrics data submission and reporting system
- Refresh and update listings on FARMFRESHWV.com or similar platform, including 300+ market listings
- Provide documentation, staff training, and ongoing technical support

2. Social Media & Digital Technical Assistance Consultant
This consultant will:
- Conduct at least 80 digital intake assessments
- Deliver one-on-one technical assistance to at least 50 farms and market managers
- Provide four statewide virtual trainings with recorded sessions
- Create a digital toolkit containing guides, templates, and tutorials
- Collaborate with the Web Developer to support training related to upgraded systems

Project Background
Growing Locally, Connecting Digitally is a grant-supported initiative focused on improving the digital infrastructure of West Virginia’s local food system. The project aims to increase the visibility of farmers’ markets, improve organizational accessibility, strengthen data collection systems, and support farmers and market managers in meeting modern digital expectations. The selected consultants will play critical roles in advancing statewide access to fresh, locally grown food through technology.
